Nineteen of Medvedev's twenty-one victories have been achieved on hard surfaces
A resurgent Medvedev claimed his initial championship for over two years with a win over Frenchman Moutet in the competition final.
The athlete, a ex- world number one, has experienced a challenging year, managing just one match at the big events and experiencing a setback at the American major.
Medvedev's unpredictability on the ATP Tour - and difficulties with his service game in particular - led to him exiting of the elite rankings and ultimately splitting with former mentor Gilles Cervara.
Currently collaborating with his coach and Goetzke, he has consistently progressed in the past month - peaking in a closely contested 7-5 4-6 6-3 victory over Frenchman Moutet.
This marks his initial championship following the Rome competition and initial on a hard surface after that period of that year.
The win also indicates the Russian has achieved 21 victories at 21 various competitions.
"It's the first time I am participating in a tournament with my both daughters at once, so to secure a trophy is really nice," stated world number 14 the champion.
"This title is in honour of my second daughter Victoria, because the first title I achieved when my child Alisa was born was for her."
Medvedev, the 2021 US Open champion, had lost his last six championship matches, featuring in the German tournament earlier this year.
The player's counter-punching play style and frequent outbursts on the playing surface had prompted some to question if his capacity to play at the elite level was over.
Yet the 29-year-old has implemented adjustments in the past month, striving to advance forward and compete assertively, reinforced by an better serving game.
Medvedev came back from a break down in the opening set against the tricky opponent, securing four of the last five games to go ahead.
Both players swapped breaks in the second set before Moutet, striving for his first tour title, took control to push for a decider.
The opponent defended four initial chances in a close deciding set before Medvedev won the break to 15 to close out the victory.
Suitably, the winner earned the title with a shot at the net, with Moutet incapable to control a shot after a lengthy match.
